RECOMMENDATION:
Recommendation Concerning Approval for Price Increase Related to PD 16-17.074, Re-Bid Refuse and Recycling Services for Escambia County Facilities - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action regarding price increases relating to PD 16-17.074, Re-Bid Refuse and Recycling Services for Escambia County Facilities:

A. Approve and authorize the first request for an operational price increase of 2.5%, to cover increases in cost to Republic Services. This is the first request for a price increase. The price increase request and operational cost increases have been reviewed and approved by Robert Dye, Interim Facilities Manager; and

B. Authorize the increase in the Recycling Tipping Fee charged by Emerald Coast Utilities Authority (ECUA), from $15/ton to $25/ton, effective May 1, 2019.
BACKGROUND:
Invitation to Bid PD 16-17.074, Re-Bid Refuse and Recycling Services for Escambia County Facilities, was publicly noticed on July 3 and July 10, 2017.  The County entered into an agreement with Allied Waste Services of North America, LLC d/b/a Allied Waste Services of Pensacola/Republic Services of Pensacola.  Section 21 of the solicitation and incorporated as an exhibit within the Agreement outlines the Term of the Agreement, states that price adjustments may be requested every twelve months and no less than thirty days prior to the requested effective date.  The request was submitted on November 14, 2018, and the Board is asked to authorize and approve the operational price increase of 2.5% effective January 1, 2019.  This increase equates to an annual increase of $4,758.70.

The increase in Recycling Tipping Fee is mandated by ECUA and is an increase from $15/ton to $25/ton.  This portion of the increase equates to a total increase of $186.61 per month.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Escambia County, FL, Code of Ordinance, Chapter 46, Article II, Purchasing and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will provide notice of authorization regarding price increases and issue any relative Purchase Orders as required.
