RECOMMENDATION:
Recommendation Concerning the Order Form, Terms and Conditions and Amendment to Terms and Agreement with Zoll Data Systems, Inc. - John Dosh, Interim Public Safety Director
 
That the Board take the following action regarding the reinstatement of "Rescue Net ePCR" software components and annual maintenance with Zoll Data Systems, Inc., for Escambia County EMS:

A. Approve and authorize the Chairman to execute the Order Form with Zoll Data Systems Inc., to reinstate the "Rescue Net" ePCR software system for Escambia County EMS Operations for the term of one year, in the total amount of $64,426, to include a one-time fee of $39,726 (reinstatement fee of $25,000 and training and travel expenses of $14,726) to be paid immediately and maintenance fees totaling $24,700, to be paid monthly, starting August 1, 2019, in the amount of $2,058.33; and

B. Approve the Zoll Terms and Conditions and corresponding Amendment to the Terms and Conditions and authorize the Chairman to execute the Amendment.

BACKGROUND:
Escambia COunty EMS previously utilized Zoll Data Sytems software for both the Operations and Billing Department. In November of 2017, EMS transitioned to a different software provider, ESO Solutions Inc for electronic patient healthcare records. EMS Billing transitioned back to Zoll Billing in February 2019 resulting in a interface needed to transfer data from ESO Solutions, Inc. In February of 2019, the EMS Billing Department resumed service with Zoll software for the processing patient billing records, which required an interface to transfer data from ESO software currently utilized by Operations and impeded the efficient processing of claims thorough thr Billing Department. Zoll's "Rescue Net" ePCR software will replace the ESO software currently utilized by Operatiosn to maintain electronic health records which will streamline the billing process, improve accuracy, and enhance hospital information sharing. 

The Purchasing Department will ensure that a solicitation (RFP), seeking proposals for a comprehensive software program for EMS is completed within the next 12 months with the intenet to award an agreement for a three year term.
BUDGETARY IMPACT:

Funding is available in Fund 408, Emergency Medical Services, Cost Center 330302, EMS Operations, Object Code 59801, Reserves. If approved, a budget amendment will be requested to move funds from EMS reserves to the appropriate expense account.

Kristin D. Hual, Senior Assistant County Attorney, reviewed the Order Form, Terms and Conditions and the Amendment to the Terms and Conditions as to form and legal sufficiency.

Upon approval by the Board and document execution, the EMS Operations Manager, Leon Salter, will oversee implementation of Zoll's "Rescue Net" ePCR software and work in close cooperation with Zoll Data Systems, Inc.
