RECOMMENDATION:

Recommendation Concerning the Memorandum of Understanding Between the Friends of West Florida Public Library, Inc., and Escambia County - Todd Humble, Library Services Director

That the Board take the following action concerning the Memorandum of Understanding (MOU) between the Friends of West Florida Public Library and Escambia County:

A. Approve the Memorandum of Understanding to establish the terms and conditions under which the relationship between West Florida Public Library and the Friends of the West Florida Public Library is memorialized; and

B. Authorize the Chairman to sign the MOU.

BACKGROUND:

The purpose of this MOU is to memorialize the expectations of the Library and Friends. Both parties agree that it is in their best interests to document the expectations of each other in regards to legal status, communication and advocacy, allocation of space, donation of materials, meeting room accommodation, fundraising, reporting, volunteers and background investigations, insurance, liability, public records, relationship, and effective date/term and termination,

BUDGETARY IMPACT:

The MOU has no budgetary impact. The Friends have provided a yearly donation to Escambia County's Library Services since 1973.

LEGAL CONSIDERATIONS/SIGN-OFF:

Kia Johnson, Assistant County Attorney, has reviewed the MOU and approved it as to form and legal sufficiency on March 21, 2019.

PERSONNEL:

N/A

POLICY/REQUIREMENT FOR BOARD ACTION:

The Board of County Commissioners must approve al Memorandums of Understanding.

IMPLEMENTATION/COORDINATION:

Implementation of this MOU will be coordinated through Library Services.
