RECOMMENDATION:

Recommendation Concerning Amendment #1 to Agreement for State Housing Initiatives Partnership Housing Counseling Services - Tonya Green, Neighborhood & Human Services Department Director

That the Board take the following action concerning Amendment #1 to Agreement for State Housing Initiatives Partnership (SHIP) Housing Counseling Services:

A. Approve Amendment #1 to Agreement for SHIP Program Housing Counseling Services with Community Enterprise Investments, Inc. (CEII), to extend the program activities through August 31, 2019; and

B. Authorize the Chairman or Vice Chairman to execute the Agreement and related forms as required to implement the Agreement.

BACKGROUND:

On November 18, 2016, Florida Housing Finance Corporation (FHFC) advised local governments of the availability of funding from National Mortgage Settlement funds allocated to FHFC through the Foreclosure Counseling Program (FCP) to be utilized for housing counseling services. Through Board action on December 8, 2016, Escambia County applied for $44,018 in funds from FHFC, and the Board approved an Agreement with CEII on April 20, 2017 to provide support for homebuyer education classes and individual financial and credit counseling services. This Amendment extends the Agreement period through August 31, 2019 as requested by CEII to allow for additional time to complete program activities. No other changes are being made to the agreement.

BUDGETARY IMPACT:

Funding is available from 2017 SHIP, Cost Center 370204, which was allocated via Budget Amendment at the February 2, 2017 BCC meeting. No additional funds are being allocated as part of this request.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Amendment has been reviewed and approved by Kristin Hual, Senior Assistant County Attorney.

PERSONNEL:

Not applicable to this Amendment.

POLICY/REQUIREMENT FOR BOARD ACTION:

Amendment required for use of funding through end of August.

IMPLEMENTATION/COORDINATION:

Neighborhood Enterprise Division will coordinate implementation of this Amendment with CEII.
