RECOMMENDATION:
Recommendation Concerning Approval of the Application for Funding Assistance Through the Florida Department of Law Enforcement to Support a Residential Substance Abuse Treatment Program for Escambia County Corrections in the Amount of $100,000 - William R. Powell, Director of Corrections

That the Board take the following action concerning the Application for support of a residential substance abuse treatment program for Escambia County Corrections, in the amount of $100,000:

A. Approve the Application for Funding Assistance regarding the Florida Department of Law Enforcement Residential Substance Abuse Treatment Grant, requesting $100,000. This Grant requires a 25% match ($25,000) that will be paid from existing department funds. This Grant will be utilized to support the implementation of a residential substance abuse treatment program within Escambia County Corrections; and

B. Authorize the Chairman to sign the Application for Funding Assistance to include the Lobbying, Debarment and Drug Free Workplace Certification related to the Residential Substance Abuse Treatment Grant Program.

BACKGROUND:
The overall goal of Residential Substance Abuse Treatment (RSAT) is to reduce drug use, demand, trafficking, and drug violence through the provision of substance use treatment and associated supports to prepare people for their return to the community.  Escambia County Corrections Department considers the established goals a priority to reduce recidivism, and strives to reduce crime and save taxpayer dollars by addressing addiction and substance abuse as a heath problem and provide effective intervention and treatment.  Comprehensive drug treatment programs in jails are associated with reduced system costs according to the 2018 Substance Abuse and Mental Health Services Administration (SAMHSA).  If awarded, the requested grant funding would provide a source of financial support for the development of an RSAT program within Escambia County Corrections.
BUDGETARY IMPACT:
The grant funds are designed as a cost reimbursement program to the Escambia County Corrections Department with a direct 25% match in the amount of $25,000.  The match has already been identified within existing Department budgeted funds from Fund 111-Detention/Jail Commissary Fund, Cost Center 290406.  No additional funds are being requested from the Board.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Application for Funding Assistance was reviewed by Kristin Hual, Senior Assistant County Attorney, and deemed legally sufficient.
PERSONNEL:
The Corrections Department staff will submit the grant application through the Florida Department of Law Enforcement grant portal.
POLICY/REQUIREMENT FOR BOARD ACTION:
The Board of County Commissioners' grant policy requires grant applications with match requirements be approved by the Board.
IMPLEMENTATION/COORDINATION:
The Corrections Department staff will submit the grant application pending Board approval and authorization.
