Recommendation Concerning Utilization of the Third of Three Possible One-Year Extensions Provided for in the Agreement for Commissary Services for the Escambia County Road Prison, PD13-14.044 - William R. Powell, Director of Corrections

That the Board approve the utilization of the third of three possible one-year extensions provided for under Section 2 of PD13-14.044, Agreement for Commissary Services for the Escambia County Road Prison, between Escambia County, Florida, and Kimble's Food by Design, Inc.

[Funding: This is a revenue generating Agreement benefiting the Road Prison's Commissary Trust revenue account; Fund 175, Account 342301]

BACKGROUND:

On April 14, 2014, the County issued an Invitation to Bidders (PD13-14.044) seeking vendors to provide commissary service to the Escambia County Road Prison. On June 26, 2014, the County entered into an agreement with Kimble's Food by Design, Inc. as a result of the solicitation. Section 2 of the respective agreement outlines the term of the agreement. The term is listed as three years with three possible one-year extensions if mutually agreed upon by both parties. It is the request of the Corrections Department that we utilize the third of the three possible one-year renewals for the period of June 26, 2019 to June 25, 2020. The agreement will be re-solicited during fiscal year 2020.

BUDGETARY IMPACT:

This is a revenue generating agreement benefiting the Road Prison's Commissary Trust revenue account; Fund 175, Account 342301.

LEGAL CONSIDERATIONS/SIGN-OFF:

Kristin Hual, Senior Assistant County Attorney, reviewed the initial agreement. The utilization of the extension as provided for in section 2 of the agreement does not require an amendment to the agreement.

POLICY/REQUIREMENT FOR BOARD ACTION:

The Board has indicated that they wish to review those agreements in which the County indicates the desire to exercise the option to utilize renewals beyond the initial term of the agreement.

IMPLEMENTATION/COORDINATION:

Upon approval, the Corrections Department will work with the vendor to ensure the continued provision of services as outlined in the agreement.
