Recommendation Concerning Issuance of a Change Order on Contract PD 16-17.083, to Ingram Signalization, Inc., for Signal Response Maintenance - Joy Jones, P.E., Engineering Department Director

That the Board approve and authorize the Interim County Administrator to execute the following Change Order to Ingram Signalization, Inc., on Contract PD 16-17.083, for the Signal Response Maintenance Contract:

BACKGROUND:
Meeting in regular session on December 14, 2017, the Board approved Contract PD 16-17.083 - Signal Response Maintenance between Escambia County, Florida, and Ingram Signalization, Inc.
 
Meeting in regular session on February 7, 2019, the Board approved the first of two possible one year renewal periods, as outlined in Section 2, Term, of the Agreement Relating to Signal Response Maintenance for maintenance services throughout Escambia County with Ingram Signalization, Inc, per Contract PD 16-17.083 - Signal Response Maintenance.

This Change Order, #1, will increase the annual allocation of $175,000 to $250,000 to allow the Traffic Operations & Planning (TOP) Division to continue to provide maintenance services for state-owned Signals throughout Escambia County through this fiscal year. 

Historically, TOP has spent between $300,000 to $350,000 annually for this contract service; however, due to various efforts to reduce costs/maintenance efforts (e.g. Advanced Traffic Management System [ATMS] upgrades, acquisition of bucket truck, increasing equipment stock, etc.), the county has seen a significant annual cost savings of approximately $50,000 to $100,000. As TOP continues to deploy and expand its ATMS system and increase its internal asset inventory, additional savings should be realized moving forward.
BUDGETARY IMPACT:
Funds for this project are available in Fund 175, Transportation Trust Fund, Cost Center 211201, Object Code 54601.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchasing and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a Change Order will be transmitted to the Office of Purchasing for processing.
