RECOMMENDATION:
Recommendation Concerning Amending the Building Services Department Schedule of Fees to Support the Implementation of a Three-Tiered Job Classification System that Promotes Multi-Certification for Inspectors - Tim Tolbert, Building Official/Department Director

That the Board take the following action:

A. Adopt a Resolution amending the Escambia County Building Services Department (BSD) Schedule of Fees, as provided; and

B. Approve the implementation of a three-tiered job classification system for Building Code Inspectors that promotes multi-certification.
BACKGROUND:
The current Escambia County Building Services Department (BSD) Schedule of Fees was adopted July 24, 2003, with an effective date of October 1, 2003.  The Building Services Department has faced siginificant struggles with obtaining and retaining qualified personnel.  Building Services is committed to providing the best and most efficient service possible. To achieve that goal, we must employ a competent and dedicated staff. To move forward in our efforts, we must adjust the wages of our inspection personnel. The proposed upgrades are framed to encourage inspection personnel to pursue multi certification. Inspectors that can perform inspections in multiple categories are clearly more efficient and will better serve the citizens of Escambia County.  Current wages are not competitive enough to attract and retain personnel that will be successful in obtaining certification and licensure required.  The implementation of the three-tiered job classification system is supported by the Home Builders Association and will be funded by the proposed fee schedule increases. These proposed increases have been approved by the Building Services Inspections Fund Advisory Board (IFAB).
BUDGETARY IMPACT:
Fees collected under the BSD Schedule of Fees will be used to pay for personnel salaries and operating costs of BSD.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Recommendation and proposed Resolution have been reviewed and approved by Kia Johnson, Assistant County Attorney.
PERSONNEL:
Adoption of the proposed Amended Fee Schedule is necessary to implement the three-tiered job classification system allowing for BSD to obtain and retain qualified personnel and improve the level of services currently provided to the citizens of Escambia County by the Building Services Department.
POLICY/REQUIREMENT FOR BOARD ACTION:
Escambia County Code of Ordinances, Chapter 14, Buildings and Building Regulations, Section 14-149., Schedule of Fees, and Florida Statutes provide for permit fees to be charged and collected in accordance with a schedule of fees established by Resolution of the Board of County Commissioners.

County Attorney's Office has advised that a Public Hearing for the consideration of the Resolution to adopt the amended Schedule of Fees is not required.
IMPLEMENTATION/COORDINATION:
Revised fees will need to be changed within the MyGovernmentOnline Permitting Software prior to October 1, 2019 in order for the revised fees to be implemented effective October 1, 2019.

The proposed amended Schedule of Fees is the result of numerous meetings among BSD, Building Services Inspection Fund Advisory Board, County Administrator, and Budget Staff, which identified the funds required for implementation of job classification changes to improve the level of service currently provided.  A series of meetings was also conducted with interested parties within the building community of Escambia County.
