RECOMMENDATION:
Recommendation Concerning the Purchase of One 20-Person Inmate Transport Vehicle for the Corrections Department - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action:

A. Approve and authorize the County to utilize the Houston-Galveston Area Council (HGAC) Cooperative Purchasing Program contract BT01-19, in accordance with the Escambia County, Florida Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; Exemptions; and Section 46-64, Board Approval, and Award a Purchase Order, for the purchase of a 2019 Starcraft Allstar 26' with Inmate Transport Package, per the terms and conditions of PD 18-19.040, 20-Person Inmate Transport Vehicle.

B. Authorize the Interim County Administrator to execute a Purchase Order to Creative Bus Sales, Inc., in the amount of $81,244.15.

BACKGROUND:
The Corrections Department needs to replace several vehicles in its aging fleet as nineteen of the vehicles are more than 10 years old, and two of those nineteen are more than 20 years old. In the interest of safety and security, the Corrections Department needs updated vehicles that are reliable and pose fewer liabilities for the County. The Corrections Department transports large numbers of inmates daily - anywhere from 40 to over 200 inmates on any given day to a variety of locations - and the Corrections Department relies heavily on these vehicles to keep the public and inmates safe.  This 20-person transport vehicle will replace an aged unit and it will be used to transport inmates to court and to the state prisons, which necessitates a reliable and safe vehicle.

There are no local vendors willing to provide inmate transport vehicles to the County.

This recommendation is in compliance with the Escambia Count, Fl, Code of Ordinance, Chapter 46, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Order.
