RECOMMENDATION:
Recommendation Concerning the Scheduling and Advertising of Two Public Hearings to Designate Atwood, Ensley, Oakfield and Cantonment Community Redevelopment Areas as Brownfield Areas - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning two Public Hearings to receive public input on the designation of Community Redevelopment Areas (CRAs) in Atwood, Ensley, Oakfield, and Cantonment as Brownfield Areas for the purposes of economic development and environmental rehabilitation:

A.  Approve the scheduling and advertising of the first of two Public Hearings on June 20, 2019, at 9:01 a.m.; and

B.  Approve the scheduling and advertising of the second of two Public Hearings on July 18, 2019, at 9:01 a.m.
BACKGROUND:
Escambia County seeks designation of the Atwood, Ensley, Oakfield and Cantonment CRAs as Brownfield Areas.  In 2011 the County designated the Palafox, Englewood, Brownsville, Barrancas and Warrington CRAs as Brownfields. In 2010, 2014 and 2015 the County added four additional CRAs - Atwood, Ensley, Oakfield and Cantonment. This Resolution seeks to designate these four newer CRAs as brownfields for the purposes of economic development and environmental rehabilitation incentives offered via State programs. The project will be consistent with the land use plan and will reduce slum and blight, stimulate commercial development, and create new jobs. To qualify for the incentives offered through the Brownfield Redevelopment Act, a property must be officially designated a Brownfield via Resolution by the local governing entity. These CRAs meet the requirements as a brownfield as per Chapter 376.80 F.S.
 
To gain public input of these proposed designations, Community meetings were held with the two active community groups, the Cantonment Improvement Committee and the Atwood Neighborhood Group. The designations will not require funding but will make available incentives through State redevelopment programs.
BUDGETARY IMPACT:
There is no budgetary impact associated with this recommendation.
LEGAL CONSIDERATIONS/SIGN-OFF:
There is no legal consideration associated with the scheduling of public hearings.
PERSONNEL:
No impact to personnel associated with this recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Policy Section I A.4.
IMPLEMENTATION/COORDINATION:
Brownfield Coordinator and Department of Natural Resources Management staff will coordinate and take necessary action required for the designation.
