RECOMMENDATION:
Recommendation Concerning a Right of Entry License Agreement with the University of West Florida for Environmental Monitoring of University of West Florida Property on Pensacola Beach - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board approve and authorize the Chairman to sign the Right of Entry License Agreement with the University of West Florida (UWF), allowing for the temporary right to enter onto UWF property for the purpose of monitoring sea turtle activity and nesting along the Gulf of Mexico, to be effective once executed by both parties.

[Funding Source:  N/A - sea turtle monitoring on the UWF property will be conducted utilizing existing staff and volunteers]
BACKGROUND:
Sea turtle monitoring on Pensacola Beach has been historically performed under the supervision of Gulf Islands National Seashore (GUIS) staff. GUIS is only working on federally-owned property in 2019. Natural Resources Management Staff is currently managing volunteers to perform required sea turtle monitoring within Pensacola Beach and, through this Right of Entry agreement with UWF, would also patrol an additional mile of gulf-front beach. These monitoring activities would assure that sea turtle nesting data for Escambia County is fully reported and maximizes the opportunity for successful nesting to occur.
BUDGETARY IMPACT:
N/A - Staffing to perform the monitoring will be through existing Department of Natural Resources Management volunteers.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Right of Entry Licence Agreement has been approved as to form and legal sufficiency by Steve West, Senior Assistant County Attorney.
PERSONNEL:
No additional impact on personnel associated with this Recomendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board Goal COA2.1.
IMPLEMENTATION/COORDINATION:
Department of Natural Resouces Management staff will coordinate with Florida Fish and Wildlife Conservation Commission and UWF to implement sea turtle monitoring program expansion onto UWF-controlled property.
