RECOMMENDATION:
Recommendation Concerning the Contract Award for HOME/SHIP Substantial Rehabilitation/Reconstruction, for 1809 West Bobe Street - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Chairman or Vice Chairman to sign the Agreement between Escambia County, Florida, Bill Walther Construction, Inc., and Mattie L. Price, homeowner, per the terms and conditions of PD 18-19.036, HOME/SHIP Substantial Rehabilitation/Reconstruction for 1809 West Bobe Street, in the total amount of $115,350 (Base bid of $113,500 plus alternate #1 of $1000 and alternate #2 of $850).

BACKGROUND:
An Invitation to Bid for project PD 18-19.036, HOME/SHIP Substantial Reconstruction for 1809 W. Bobe Street was advertised in the Pensacola News Journal on March 25, 2019, and was sent to 99 registrants in Vendor Registry.  A non-mandatory pre-solicitation conferences was held on April 09, 2019, and was attended by three firms.  Bids were received from four firms on April 24, 2019, with Bill Walther Construction, Inc. being the lowest, most responsive bidder.

Escambia County receives an allocation of HOME Investment Partnerships Program (HOME) funds from the U.S. Department of Housing and Urban Development (HUD).  HOME funds may only be used for housing activities such as housing rehabilitation, homebuyer assistance, new constructions of rental or homebuyer housing, or tenant-based rental assistance, and must serve households that are at or below 80% of the area median income.  During the HUD annual planning process, the County has allocated a portion of its HOME funding for substantial rehabilitation/reconstruction of owner-occupied housing.  Income-eligible owner-occupants that cannot be assisted with moderate repairs under the Community Development Block Grant (CDBG) program or minor repairs under the State Housing Initiatives Partnership (SHIP) program are assisted under the HOME program to bring the house up to code through either a demolition/reconstruction, or a substantial rehabilitation of the housing unit.  Homeowners will have a mortgage and note placed on the property according to program terms and must continue to occupy the property as their principle residence, keep taxes current, and maintain property insurance.   The County is in a first mortgage position for all HOME substantial rehabilitation/reconstruction projects.

HOME funds also require a non-federal match, which is achieved utilizing SHIP Program funds as outlined in the most recent SHIP Local Housing Assistance Plan (LHAP), which was approved by the Board on May 05, 2016.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Construction Agreement has been reviewed and approved by Kristin Hual, Senior Assistant County Attorney.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.

The project and agreement are in compliance with the HUD Annual Action Plan and the SHIP LHAP, and the property owner meets all eligibility guidelines for assistance under these programs.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreement and the Purchase Order.  NED will have administrative oversight of the project.
