RECOMMENDATION:
Recommendation Concerning the Purchase of One 2020 International HV 513 SFA Cab and Chassis with Swaploader Hook Lift System 42H42 SL-650 65,000# Lift/Dump for Public Works - Waste Services Department - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action:

A. Authorize the County to utilize the Sourcewell (formerly NJPA) Contract #81716-NVS in accordance with the Escambia County, Florida Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; Exemptions; and Section 46-64, Board approval, for the purchase of One 2020 International HV 513 SFA Cab and Chassis with Swaploader Hook Lift System 42H42 SL-650 65,000# Lift/Dump, Solicitation VE 18-19.007; and
 
B. Authorize the Interim County Administrator to execute all related documents and Purchase Orders in excess of $50,000, for the Public Works - Waste Services Department for the Purchase Order to Ward International Trucks of Florida, LLC, in the amount of $168,606.42.

In an effort to encourage competition for local businesses, and in compliance with Board-adopted policy, this vehicle purchase was advertised on the Escambia County web site for thirty days. Ward International Trucks of Florida, LLC, was the lowest price based on contract amounts and quotations.

BACKGROUND:
In accordance with Board Policy adopted on September 16, 2013 regarding the posting of pending vehicle and equipment purchases sourced from State of Florida Contracts, Federal Schedules or other Purchasing Cooperative contracts sanctioned for use by Escambia County, Florida Board of County Commissioners to allow for local vendors to make offers that meet or beat the stated purchase price, specifications for VE 18-19.007,  Public Works - Waste Services Department Vehicle Purchase were posted beginning December 28, 2018 for a period of thirty days. One bid was received against the original quote.

The Sourcewell (formerly NJPA) agreement is with Navistar, which has requested that the invoicing be handled by the local dealer representative, Ward International Trucks, LLC.  A letter from Navistar requesting this action has been attached.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44, Application; exemptions; and Section 46-64, Board approval, and Award a Purchase Order.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Order.
