RECOMMENDATION:

Recommendation Concerning the First Extension of the Interlocal Agreement for the Management and Operation of County Parking Facilities - Robert E. Dye, Interim Department Director

That the Board take the following action concerning the First Extension of Interlocal Agreement between Escambia County Board of County Commissioners and the Pensacola Downtown Improvement Board for the management and operation of County parking facilities:

A. Approve the First Extension of the Interlocal Agreement; and

B. Authorize the Chairman to sign the First Extension of Interlocal Agreement and any subsequent Agreement-related documents, including time extensions.

BACKGROUND:

This is the First Extension of the Interlocal Agreement between Escambia County and the Pensacola Downtown Improvement Board (DIB) for the period of April 7, 2019 through April 6, 2024.

On April 3, 2014 the Board approved an Interlocal Agreement between the County and the DIB. The DIB is responsible for parking enforcement at the Intendencia Street Parking Garage from 7:00am until 5:30pm Monday through Friday, except on designated holidays. For after-hours special events parking occurring from 5:30pm until 6:00am Monday through Friday and on weekends, the DIB has the authority and responsibility for the management and operation of the two parking structures.

The DIB shall pay the County a minimum fee of $50.00 for each parking structure per special event, and the County and DIB shall share on an equal basis (50/50) any net revenue collected in excess of the $50.00 for each parking structure.

This First Extension of Interlocal Agreement was prepared by and approved as to form and legal sufficiency by the County Attorney's Office.

Board policy requires approval of Interlocal Agreements.

IMPLEMENTATION/COORDINATION:

The First Extension of Interlocal Agreement will be coordinated with the Pensacola Downtown Improvement Board (DIB).
