RECOMMENDATION:
Recommendation Concerning a Bureau of Justice Assistance Application for the Fiscal Year 2019 Prison Rape Elimination Act Standards, Protecting Inmates and Safeguarding Communities Grant - William R. Powell, Director of Corrections

That the Board take the following action regarding the Bureau of Justice Assistance Application for the Fiscal Year 2019 Prison Rape Elimination Act (PREA) Standards, Protecting Inmates and Safeguarding Communities Grant:

A. Approve the Bureau of Justice Assistance application for the Fiscal Year 2019 PREA Standards, Protecting Inmates and Safeguarding Communities Grant. This Application is for a two-year grant period totaling $337,032. The grant program requires a 50% match that will be paid from existing departmental funds;

B. Authorize the Chairman to execute the letter of support required as part of the application process; and

C. Authorize the Corrections Department to electronically submit the Application on behalf of the Board through the Bureau of Justice Assistance Grant portal.

BACKGROUND:
Through the Prison Rape Elimination Act (PREA) and the National PREA Standards, the grant award will allow the Department to pursue and improve the overall safety of facilities for inmates, residents, detainees, and staff.  In addition, expanding the Department's implementation of PREA Standards within the Escambia County Jail will support DOJ's critical goals of reducing crime, enhancing public safety, and providing vital services to crime victims.  Most notably the grant award will increase the Department's capacity to prevent, detect, and respond to sexual abuse in the Escambia County Jail.  This program provides 50% of the funding for both the personnel and equipment required to implement the standards outlined in the Prison Rape Elimination Act (PREA).  The full request of the application is $337,032 over a two-year period.  The required match breakdown over a two-year period ($168,517) would consist of salaries for current staff members totaling $116,017 (Fund 001, Cost Center 290401) and equipment totaling $52,500 (Fund 111, Cost Center 290406).  The match requirement will come from already approved and existing department funds.  The grant deadline is May 22, 2019.  Should there be an award, the award will be brought before the Board for approval and acceptance.
BUDGETARY IMPACT:
The grant funds are designed as a cost reimbursement program to Escambia County with a direct 50% match over a two-year implementation period.  The match has already been identified from within existing departmental allocations.  No additional funds are being requested from the Board.
LEGAL CONSIDERATIONS/SIGN-OFF:
The attached application has been reviewed by Kristin Hual, Senior Assistant County Attorney, and has been found to be legally sufficient.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board of County Commissioners' Policies require grant applications with match requirements to be approved.
IMPLEMENTATION/COORDINATION:
The Department of Corrections will coordinate the electronic submission of the grant application upon Board approval and authorization.
