RECOMMENDATION:
Recommendation Concerning the Acquisition of Property Located on Old Chemstrand Road - Joy Jones, P.E., Engineering Department Director

That the Board take the following action regarding the acquisition of a parcel of real property (approximately 0.67 acres), located in the 1600 Block of Old Chemstrand Road, from Hussein and Anne Sharaway:

A. Approve, by super-majority vote, or deny the purchase of a parcel of real property located in the 1600 Block of Old Chemstrand Road from Hussein and Anne Sharaway for $25,000; and

B. Authorize staff to draft the Contract for Sale and Purchase for the acquisition of real property located in the 1600 Block of Old Chemstrand Road, and bring the Contract to the Board for final approval and execution.

This property is located in Commission District 5.
BACKGROUND:
Meeting in regular session on February 21, 2019, and on April 4, 2019, the Board authorized staff to obtain an appraisal for this parcel and then to make an offer to purchase based on the appraisal ($13,400.) As directed during the regularly-scheduled meeting on April 4, 2019, the counter-offer is being brought back before the Board before staff proceeds with the remaining due diligence items and moves toward to a Contract for Sale and Purchase. Mr. and Mrs. Sharaway are willing to sell their property, located in the 1600 Block of Old Chemstrand Road, for the net purchase price of $23,000. 
BUDGETARY IMPACT:

Funding will come from District 5 Discretionary Fund.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Contract for Sale and Purchase will be reviewed and approved by the County Attorney's Office.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will maintain compliance with Section 46-139 of the County Codes.
