RECOMMENDATION:
Recommendation Concerning the Acceptance of a Drainage Easement for the Blueberry Lane Dirt Road Paving and Drainage Project - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning a Drainage Easement located in the 5000 Block of Barrineau Park School Road, from Mary Nell Wells:

A. Accept the donation of a Drainage Easement (approximately 2,571 square feet), located in the 5000 Block of Barrineau Park School Road, for drainage improvements;

B. Authorize the payment of documentary stamps considering the property is being donated for governmental use for drainage improvements, and the County benefits from the acceptance of this property, which enhances the safety and well-being of the citizens of Escambia County;

C. Authorize the payment of incidental expenditures associated with the recording of documents; and 

D. Authorize the Chairman or Vice Chairman to accept the Easement on the day of delivery of the Easement to the Chairman or Vice Chairman, and authorize the Chairman or Vice Chairman to acknowledge the Board's acceptance at that time.

This property is located in Commission District 5.

BACKGROUND:
The Blueberry Lane Dirt Road Paving and Drainage Improvement Project will address paving approximately 4,230 linear feet of dirt road located in District 5. The existing dirt road runs east off Barrineau Park School Road, makes a 90 degree turn to the south and terminates at a proposed cul-de-sac. The paving and drainage project includes construction of grass swales, crossover pipes, inlets, curb and gutter, signs, sub-base, base, asphalt, and all incidentals associated with these improvements. The donated Drainage Easement will be utilized for drainage improvements.
BUDGETARY IMPACT:
Funds for incidental expenses associated with the recording of documents are available in an Engineering Escrow Account accessed by the Clerk's Office.
LEGAL CONSIDERATIONS/SIGN-OFF:
The Drainage Easement was approved as to form and legal sufficiency by the County Attorney's Office.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Upon Board approval, county staff will proceed in compliance with Section 46-139 of the Escambia County Code of Ordinances.
