RECOMMENDATION:

Recommendation Concerning a Data Use Agreement for Limited Data Set between the University of Florida and Escambia County - John Dosh, Interim Public Safety Department Director

That the Board take the following action concerning the Data Use Agreement between the University of Florida and Escambia County:

A. Approve the Data Use Agreement, to allow the disclosing of limited data set of Protected Health Information for research; and

B. Authorize the Interim County Administrator to sign the Agreement.

BACKGROUND:

The recommended Agreement will allow The University of Florida to conduct research for purposes of quality assurance and quality improvement for pediatric pre-hospital care. EMS patient care data will be abtracted to measure treatments and interventions for pediatric patients, focusing on protocols adherence and patient outcomes. Data will br collected on EMS scene location and destination hospital location as well as, EMS crew treatment.

LEGAL CONSIDERATIONS/SIGN-OFF:

Senior Assistant County Attorney Kristen Hual approved the document as to form and legal sufficiency.

POLICY/REQUIREMENT FOR BOARD ACTION:

Agreements require approval by the Board of County Commissioners.

IMPLEMENTATION/COORDINATION:

The development of this Agreement has been coordinated with University of Florida and the County Attorney’s Office. Dr. Edler will oversee implementation of the Agreement.
