RECOMMENDATION:
Recommendation Concerning the Issuance of a Purchase Order for Four 2019 Model Pierce Fire Engines for the Public Safety - Fire Department - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action regarding the purchase of four 2019 Model Pierce Fire Engines:

A. Authorize the County to utilize the National Purchasing Partners (NPP) d/b/a NPPGov, a national competitively solicited purchasing cooperative, Contract Number 1420, Specification 2.1, in accordance with Escambia County, Florida, Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; Exemptions; and Section 46-64, Board approval; and

B. Authorize the issuance of a Purchase Order for the purchase of four 2019 Model Pierce Fire Engines for the Public Safety - Fire Department of Escambia County, Florida, to Ten-8 Fire Equipment, Inc., in the amount of $2,036,267.10, according to the specification outlines in Solicitation PD 18-19.047.

There are no local businesses able to sell a new fire truck, therefore the Board-adopted policy regarding local businesses having the opportunity to bid in not applicable.

BACKGROUND:
In compliance with the department's apparatus replacement plan, the following front line apparatus are being replaced and will be assigned to a reserve status in the fleet.  The current apparatus replacement plan follows industry standards with 10 years of front line service and 5 years of reserve service.  Other considerations for replacement of apparatus are mileage, engine hours, and annual repair and maintenance costs. 

The purchase of the "standard engine" will replace the current "rescue engine" assigned to Escambia County Fire Rescue Station 11 (Myrtle Grove - District 2).  The current front line engine is a 2004 model year apparatus and has in excess of 100,000 miles. 

One of the two "rescue engines" being purchased will replace the current front line engine assigned to Station 6 (Ensley - District 3), which is a 2011 model year apparatus and has in excess of 100,000 miles.  The other "rescue engine" will replace the front line engine assigned to Station 18 (Molino - District 5), which is a 2003 model year apparatus with in excess of 100,000 miles.

The "squad engine" will replace a rescue engine currently assigned to Station 14 (Pleasant Grove - District 2), which is a 2002 model year apparatus which has in excess of 100,000 miles.

The replacement of these apparatuses will provide the safe, efficient, dependable, state-of-the-art equipment on which our firefighters depend to get them to the scene and provide water when necessary for the extinguishment of fires.  Having apparatuses under warranty will also decrease repair and maintenance costs which have increased significantly do to the aging fleet.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Order.
