Recommendation Concerning Contract Award for PD 18-19.033, Motley Court Gully Improvements - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Interim County Administrator to sign the Agreement Between Escambia County, Florida, and Chavers Construction, Inc., per the terms and conditions of PD 18-19.033, Motley Court Gully Improvements, in the amount of $565,228.78.

BACKGROUND:
The Motley Court Gully Improvement project primarily involves clearing & grubbing, earthwork, and drainage improvements associated with the construction of improvements to an eroded gully.  The limits of construction begin at the end north end of Motley Court and extend north approximately 1,600 feet, to approximately 120 feet south of Clear Creek near the east end of Crooked Oak Drive.  The project site is approximately three acres in size.  The project’s overall goal is to protect Clear Creek from sediment deposition caused by the continued erosion of the gully by constructing a step-system of sediment basins, drainage structures, conveyance piping, and ditch checks.  Areas disturbed by the project will be either be sodded, covered in turf reinforcement matting, or both.  The project is funded by the Emergency Watershed Protection (EWP) Program through the Natural Resources Conservation Service (NRCS) of the U.S. Department of Agriculture (USDA).

The legal advertisement for this Invitation to Bid was advertised in the Pensacola News Journal on March 18, 2019, and notices were sent to 127 registrants through Vendor Registry.  A non-mandatory pre-solicitation conference was held on April 02, 2019, and was attended by eight firms.  Six bids were received on April 17, 2019 and Chavers Construction, Inc. was deemed the lowest responsive bidder with a bid of $565,228.78.

This project is located in Commissioner District 5.

This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney Standard Form of Contract, Form D:  Construction - Road/Drainage, and the Purchase Order.
