RECOMMENDATION:

Recommendation Concerning the Second Renewal of Lease Agreement between Escambia County and Artel, Inc. - Robert E. Dye - Facilities Management Interim Department Director

That the Board take the following action regarding the Second Renewal of Lease Agreement between Escambia County and Artel, Inc.:

A. Approve the Second Renewal of Lease Agreement between Escambia County and Artel Inc., for space on the first floor of the Old Escambia County Courthouse, located at 223 Palafox Place, Pensacola, Florida, for an additional five-year term, commencing on February 19, 2020; and

B. Authorize the Chairman to sign the Renewal of Lease Agreement.

[Funding: Lessee shall pay the County rent in the amount of $1.00 per year for the renewal term]

BACKGROUND:

On February 9, 2010 the Board approved a Lease Agreement with Artel, Inc. for the space on the first floor of the Old Escambia County Courthouse, located at 223 Palafox Place, Pensacola, Florida. Artel, Inc. On December 11, 2014 the Board approved the First Renal of the Lease Agreement. Artel has requested to renew the lease for an additional five (5) year term.

Artel has requested to have this lease approved early so that they can apply for a Sunday's Child Grant. Each year, the membership of Sunday's Child awards grants to local charities and economic initiatives in amounts ranging from $25,000 to $50,000. Sunday's Child grants help fund initiatives that address a community need or help develop projects in support of the greatest good for the Pensacola Bay Area. Grant funding comes from membership contributions, and each membership of Sunday's Child will have a vote toward selecting the funded projects. The project Artel is submitting for the Grant is to add a kitchen area to an existing room off the main gallery. With the numerous public events that Artel hosts there is a lack of space for event preparation (i.e.. food preparation, general kitchen storage, refrigeration, etc.)

BUDGETARY IMPACT:

Artel, Inc. will pay rent of One Dollar ($1.00) per year.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Renewal of Lease was prepared by the County Attorney's Office and approved as to form and legal sufficiency.

PERSONNEL:

N/A

POLICY/REQUIREMENT FOR BOARD ACTION:

Board policy requires the approval of the Board for lease agreements involving County-owned property.

IMPLEMENTATION/COORDINATION:

Signatures are required by both parties.
