RECOMMENDATION:
Recommendation Concerning the Contract Award for Local Agency Program Agreement for Design Services for Quietwater Beach Ferry Landing Phase II (Pier Widening) and Phase III (Passenger Shade Structure) - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County and Mott MacDonald Florida, LLC, per the terms and conditions of PD 17-18.037, Design Services for Quietwater Beach Ferry Landing Phase II (Pier Widening), and Phase III (Passenger Shade Structure), FPN: 436511-3-38-01, for an amount not to exceed $218,817.

BACKGROUND:

A project application for the Federal Lands Access Program (FLAP) was submitted by Escambia County for the Phases II (pier widening) and III (passenger shade structure) for the Pensacola Bay passenger ferry service at Quietwater Beach Pier. 

This project is located is District 4.

FHWA, federal agency overseeing FLAP, awarded the County $1M for design, CEI and construction of Phases II and III in December 2017.

Staff anticipates completion for the design of the two remaining phases in Fall 2019, with the construction phase solicitations to occur immediately thereafter (once the construction LAP Agreement is executed).

The intent is to construct the two remaining phases during the "off-season" of the ferry service, which is expected to be November 2019 through March 2020.

This project was advertised in the Pensacola News Journal on January 28, 2019.  Request for Letter of Interest were received on February 19, 2019. Only two responses were received.


The Selection/Negotiation Committee ranked in the following order:
 
1.     Mott MacDonald Florida LLC
2.     Dewberry Engineers, Inc.
 
The first negotiation meeting was held on March 28, 2019 and the Final and Best Offer was established with a not to exceed amount of $218,817.

LEGAL CONSIDERATIONS/SIGN-OFF:
Attorney Standard Form of Contract, Form G, Consulting Services for Stand Alone Projects.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statue 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney’s Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order.
