RECOMMENDATION:
Recommendation Concerning Funding Correction for ADA Modifications to Escambia County Facilities and Parks, Task 2/Phase 2 - Tonya Green, Neighborhood & Human Services Director

That the Board take the following action concerning a funding correction for ADA Modifications to Escambia County Facilities and Parks, Task 2/Phase 2:

A. Amend the Board's action of December 6, 2018, CAR II-38, related to the issuance of a purchase order for ADA Design of County Facilities and Parks Projects identified by Study, Task 2/Phase 2 to correct a scrivener's error in cost centers to reflect the total cost of $54,630.50, to be funded from Fund 129/2017 CDBG, Cost Center 370231 instead of Fund 129/2016 CDBG, Cost Center 370228 and 2017 CDBG/Cost Center 370221; and

B. Approve the issuance of a Purchase Order for ADA Design of County Facilities and Parks Projects, Task 2/Phase 2 to TOWNES + architects, P.A.

BACKGROUND:
At the December 6, 2018 Board of County Commissioners Meeting, the Board approved issuance of a Purchase Order to TOWNES + architects, P.A. in the amount of $54,630.50 to implement Phase 2 of Task 2 to provide design services for ADA improvements to County Parks and Facilities (Exhibit I). The recommendation included a scrivener's error which provided the incorrect cost center for 2017 CDBG which needs to be corrected and should be funded 100% from this cost center.

The remaining facilities identified through the initial study will include Bellview Park, Brent Park, Cantonment Park, Wildlife Sanctuary Center, Century Volunteer Fire Department, Government Complex Office, Animal Shelter, Molino Park, and Bradberry Park (See Exhibit II for Fee Proposal).
BUDGETARY IMPACT:
Funding for this activity is available in 2017 CDBG, Cost Center 370231. Funding for ADA Improvements to County Parks and Facilities has been approved by the Board annually as part of the HUD Annual Plan process.

Attorney Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL, 1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
Oversight of this project will continue through the Facilities Management Department, Parks and Recreation Department, and Neighborhood Enterprise Division.
