RECOMMENDATION:
Recommendation Concerning First Year Option to Renew PD 16-17.083, Signal Response Maintenance - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve the utilization of the first of two possible one-year renewal periods, as outlined in Section 2, Term, of the Agreement Relating to Signal Response Maintenance for maintenance services throughout Escambia County, with Ingram Signalization, Inc., per PD 16-17.083, Signal Response Maintenance. The original agreement was approved by the Board on December 14, 2017.

BACKGROUND:
Escambia County is required to operate and maintain (O&M) all the traffic signals within the County, whether the signals are located on the State Highway System (SHS) or not.  For those signals on the SHS, the Florida Department of Transportation (FDOT) details the requirements for the O&M obligations, and provides funding annually via a Joint Participation Agreement (JPA) in form of reimbursement. 

The County solicits the services of a signalization contractor to assist with the response and maintenance, and historically, the average annual O&M for the SHS has been approximately $300K +/- and $75K+/- for County owned signals.  However, as the County has been successful in advocating for and securing additional resources (e.g. bucket truck), upgrading the system with modern technology, etc., the average annual O&M costs have steadily reduced, with the previous FY18 costs of approximately $200K for the SHS signals, and $50K for the County owned signals. As the County continues to expand its internal capacities, modernizing the system, etc. we anticipate the annual O&M costs to continue to reduce moving forward. 

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on October 9, 2017.  A Pre-Solicitation Conference was held on October 17, 2017. Two firms were represented at that meeting. One bid was received on November 2, 2017.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Upon Board approval, the Department will submit a purchase requisition to the Office of Purchasing for a Purchase Order to be issued.
