RECOMMENDATION:

Recommendation Concerning a Resolution Adopting the Escambia County Area Transit Authority Anti-Drug Use and Alcohol Misuse Policy - Mike Crittenden, Mass Transit Director

That the Board take the following action:

A. Adopt the Resolution adopting the Escambia County Area Transit Authority Anti-Drug Use and Alcohol Misuse Policy; and

B. Authorize the Chairman to sign the Resolution.

BACKGROUND:

Pursuant to 49 C.F.R. Part 655, the Federal Transit Administration (FTA) of the U.S. Department of Transportation (DOT) requires recipients of federal transportation assistance to establish a policy establishing an anti-drug use and alcohol misuse program that includes urine drug testing and breath alcohol testing for transit employees performing safety-sensitive functions and procedures prohibiting the performance of safety-sensitive functions when there is a positive test result. The collection and testing of urine and breath specimens must further comply with the DOT drug and alcohol testing requirements set forth in 49 C.F.R. Part 40.

This Resolution will serve as documentation of the Board’s formal adoption of the required Anti-Drug Use and Alcohol Misuse Policy for ECAT employees performing safety-sensitive functions.
