RECOMMENDATION:
Recommendation Concerning the Execution of a State-Funded Grant Agreement Between the Florida Department of Transportation and Escambia County for County Road184 (Muscogee Road) Freight Corridor Improvements – FPN 437039-2-54-01 - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Agreement between the Florida Department of Transportation (FDOT) and Escambia County for Muscogee Road Freight Corridor Improvements:

A. Adopt and authorize the Chairman to sign the authorizing Resolution; and

B. Approve and authorize the Chairman to sign an Agreement between FDOT and Escambia County for Muscogee Road Freight Corridor Improvements. 

[Funding:  The Department agrees to participate in the Muscogee Road Freight Corridor Improvements Project up to a maximum amount of $666,947]
BACKGROUND:
County Road (CR) 184 (Muscogee Road) serves as an integral thoroughfare in central Escambia County, FL, and is designated as a Freight Corridor. Muscogee Road connects Escambia County to Baldwin County, AL, to the west, and US Highway 29 to the east. Muscogee Road will eventually function as the transportation facility that accommodates The Bluffs Industrial Park east of US Highway 29.

In Summer 2014, county staff submitted a grant request through the State of Florida’s Economic Development Trust Fund (EDTF) Program for improvements to Muscogee Road, and to US Highway 29 from Morris Avenue to Tree Street, totaling $1,950,000.00. FDOT approved the grant request in October 2014, and the Board entered into an EDTF Agreement with FDOT in June 2015.

The purpose of this state-funded Grant Agreement is to provide for FDOT's participation in the Muscogee Road Freight Corridor Improvements Project, via EDTF, for an estimated cost of $666,947.00 (FDOT's maximum reimbursement contribution). It is anticipated that completion of the project will occur on or before June 30, 2018. 

In addition to the $666,947.00, a Supplemental Agreement, for an additional $500,000.00 to be used towards this project, is expected to occur shortly after execution of this Agreement. 
BUDGETARY IMPACT:
The Department agrees to participate in the Muscogee Road Freight Corridor Improvements Project up to the maximum amount of $666,947.00. 
LEGAL CONSIDERATIONS/SIGN-OFF:
County Attorney Alison Rogers, has reviewed the Agreement and Resolution for Legal Sufficiency.

IMPLEMENTATION/COORDINATION:
Upon approval of the Agreement and Resolution, county staff will transmit the signed documents to FDOT for execution, and will coordinate with FDOT staff throughout the project to ensure that all requirements of the Agreement are adhered to.
