RECOMMENDATION:
Recommendation Concerning the Florida Commission for the Transportation Disadvantaged, Mobility Enhancement Grant Application - Mike Crittenden, Mass Transit Department Director

That the Board take the following action concerning the Florida Commission for the Transportation Disadvantaged, Mobility Enhancement Grant Application for Operating and Capital funding for a Rural Area Pilot disadvantaged service project:

A. Adopt the Resolution authorizing Escambia County to apply for and accept certain Grant awards made by the Commission for the Transportation Disadvantaged; and

B. Authorize the Chairman to execute the Resolution, authorizing the County Administrator to sign the Grant Application and Standard Assurances and authorizing the Mass Transit Department Director to file the Application.
BACKGROUND:
Approval is requested to apply for funding and to purchase two (2) ADA – compliant Ford Transit 3.5L V-6 Eco Boost Engine vehicles with Braun lift. The vehicles will be equipped with two way- radio communication. The vehicles will be the capital equipment used for the proposed pilot project of the North Escambia County Rural Demand Response Service. The proposed project will significantly increase access for rural residents to necessary services within rural Northern Escambia County. Project provides enhanced rural-to-rural on-demand service to government, social & medical services, and grocery shopping. Rural demand response service will also connect to ECAT's Century Route 60 traveling to the urban core.
 
Service Area:
  • Service area - Century, Walnut Hill, McDavid, Bratt, Davisville, and Molino.
  • Service to key destinations for government, social, and medical services within service area
  • Passengers, traveling to urban core can also connect to ECAT Route 60 Century
BUDGETARY IMPACT:
Escambia County is required to provide a 10% Match for Mobility Enhancement Operating and Capital Awards (26,831.04).  A budget amendment will be required to move $13,620.82 from Fund 104 to Fund 320 for the Capital Purchase, and $13,210.22 Operating will be budgeted in Operating, both funded with Gas Tax Revenue.

If this application is approved by the CTD, Mass Transit will also require the addition of one full time, and one part time bus operator.  Costs for these positions are included in the budget of the application.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney has reviewed as to form and legal sufficiency.
PERSONNEL:
Mass Transit Personnel will coordinate with Florida Commission for the Transportation Disadvantaged to coordinate all implementation requirements.

Upon the Board's approval, Clerk's Office Staff will need to Certify two copies of the Resolution.
