RECOMMENDATION:
Recommendation Concerning Letters of Support for Transportation Improvements in the Vicinity of the New Beulah Middle School on State Road 10 (Nine Mile Road) - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action:

A. Authorize the Chairman to sign a Letter of Support for a new traffic signal installation at the Nine Mile Road and Rebel Road Intersection; and

B. Authorize the Chairman to sign a Letter of Support for a pedestrian / school zone crossing for the new Beulah Middle School and for a full median access for the intersection of Allegheny Avenue and the entrance of the new Beulah Middle School on Nine Mile Road.
BACKGROUND:
Attached are two Letters of Support for the following transportation improvements requested to be installed in the vicinity of the new Beulah Middle School:

Traffic Signal Installation at SR 10 (Nine Mile Road) and Rebel Road Intersection

With the ongoing growth in the greater Beulah community, the potential build-out of the Navy Outlying Field - 8, the expansion efforts of Navy Federal, the upcoming opening of the Beulah Middle School, the future planned growth in the area, and the desire of the general public, the installation of a new traffic signal at the intersection of Nine Mile Road and Rebel Road is recommended by Florida Department of Transportation (FDOT).

FDOT held a public meeting at Smyrna Baptist Church on Tuesday, February 20, 2018, for the Nine Mile Road multi-lane reconstruction project proposed from CR 99 (Beulah Road) to US 90 (Mobile Highway), and due to tremendous public comment and feedback, FDOT has recently begun a signal warrant study for the Nine Mile Road/Rebel Road intersection. The signal warrant study results should be completed and available for public viewing within the next couple of months. 

Nine Mile Road is a 2-lane, undivided, minor arterial roadway that serves as an important regional transportation corridor for Northwest Florida, and Rebel Road is a 2-lane, local roadway that serves as a pivotal connector to other vital transportation facilities within the vicinity (Mobile Highway to the south and Frank Reeder Road to the north).

Signalizing the intersection of Nine Mile Road and Rebel Road will not only provide multiple benefits to the traveling public in the region, it will also serve as a pedestrian amenity as it would provide a controlled pedestrian pathway for those attempting to cross either roadway.

Pedestrian / School Zone Crossing for the New Beulah Middle School and Full Median Access for the Intersection of Allegheny Avenue and the Entrance of the New Beulah Middle School on Nine Mile Road

As previously mentioned regarding the public comments that were received at the FDOT Public Meeting for the Nine Mile Road multi-lane reconstruction project in favor of a new traffic signal installation in the vicinity, there were also numerous public comments requesting a safe pedestrian pathway for the students to utilize to access the new Beulah Middle School.

The BCC requests that the pedestrian / school zone crossing at the intersection of Allegheny Avenue and the new entrance for Beulah Middle School emulate the configuration at the entrance of the Bellview Middle School located on SR 10A (Mobile Highway) which allows full vehicular access and provides for full median access at the intersection, and desires this to be incorporated into the current design plans for the project.
