RECOMMENDATION:
Recommendation Concerning Supplemental Budget Amendment #031 - Stephan Hall, Budget Manager, Management and Budget Services

That the Board adopt the Resolution approving Supplemental Budget Amendment #031, General Fund (001) and Gulf Coast Restoration Fund (118), in the amount of $485,950, to recognize proceeds from the the U.S. Department of the Treasury, and to appropriate these funds for the RESTORE Direct Component (Pot 1) Second Planning Assistance Grant for the development of the Multi-Year Implementation Plan. 

The plan development and implementation will occur internally with County staff, including the Grant-funded RESTORE Program Manager in which 75% of the salary will be funded with this Grant.  This Award also includes 75% funding for a RESTORE Coordinator, a position that will be created at a future date.  In addition, the Grant provides funds to purchase computers for the use of the RESTORE funded employees.
BACKGROUND:
At the November 17, 2015 Board Meeting, the Board accepted the U.S. Department of Treasury Notice of Award for the First Planning Grant for planning assistance and development of the RESTORE Direct Component (Pot 1) Multi-Year Implementation Plan.  The First Planning Grant funded the development of the 2016-17 Escambia County Multi-Year Implementation Plan which was approved by Treasury on October 20, 2017

The period of the Second Planning Grant will be 2018 to 2022, and it will include multiple amendments to the Multi-Year Implementation Plan.  The U.S. Treasury Department approved the application on January 26, 2018 and the Board approved acceptance of the award on February 1, 2018.

Development and implementation of the Plan will occur internally with County staff, including the Grant-funded RESTORE Program Manager in which 75% of the salary will be funded with this Grant.  This Award also includes 75% funding for a RESTORE Coordinator, a position that will be created at a future date.  In addition, the Grant provides funds to purchase computers for the use of the RESTORE funded employees.

The 10% Indirect Costs associated with these funds will cover the remaining 25% portion of the two position's salaries as well as other staff salaries that will be working on the development of the Multi-Year Implementation Plan.   

Funds in the amount of $1,575 are being moved from Other Contractual Services to Salaries as the tasks from the First Planning Grant will be completed by a County Employee instead of contract labor. 
 
BUDGETARY IMPACT:
This amendment will increase Fund 001 by $40,496 and Fund 118 by $445,454.
