RECOMMENDATION:
Recommendation Concerning  the Contract Award for Supervisor of Elections Navy Boulevard Warehouse Renovations – AE Selection - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and TOWNES + architects, P.A., per the terms and conditions of PD 17-18.010, Supervisor of Elections Navy Boulevard Warehouse Renovations – AE Selection, for a lump sum amount of $78,480.

BACKGROUND:
The acquisition and renovation of the space at 3201 West Navy Boulevard is for the Supervisor of Elections Office.  The Supervisor of Elections Office identified the space at 3201 West Navy Boulevard as a viable option.  The new facility is planned for warehouse operations, which are currently located on Blount Street, behind Facilities Management; to consolidate its records storage, which is currently located in four different county locations; and to provide on-site training space for election workers, which has currently been done in numerous locations around the county.
 
The Board approved the recommendation for the property acquisition on November 2, 2017 from New Dimensions Christian Center for a purchase price of $955,000. 

Requests for Letters of Interest, PD 17-18.010, Supervisor of Elections Navy Boulevard Warehouse Renovations – AE Selection were publicly noticed on December 19, 2017 to one hundred twenty three firms.  Responses were received from two firms on January 18, 2018.  The Selection/Negotiation Committee ranked in the following order:
1. TOWNES + architects, P.A.
2. Dalrymple Sallis Architecture
Actual Fees were negotiated with TOWNES + architects, P.A. as required by F.S. 287.055 on February 16, 2018 for an agreed upon amount of $78,480.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL,1999, Chapter 46, Finance, Article II Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G, Consulting Services for Stand-Alone Projects and Purchase Order.
