Recommendation Concerning Contract Award for Olive Road East Multi Lane Reconstruction and Drainage Project Phase 2 (Yancey Avenue to Johnson Avenue) Construction - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Panhandle Grading & Paving, Inc., per the terms and conditions of PD 17-18.020, Olive Road East Multi Lane Reconstruction and Drainage Project Phase 2 (Yancey Avenue to Johnson Avenue) Construction in the amount of $6,281,787.93.

BACKGROUND:
The Olive Road Multi Lane Reconstruction and Drainage Project Phase 2 is a continuation of Phase 1 with a similar roadway cross-section.  Phase 1 is expected to be complete in April 2018.  The project will consist of the construction of two eleven-foot travel lanes (one in each direction), one twelve-foot center turn lane, two four foot bike lanes (one in each direction), curb and gutter and six foot sidewalks on both the north and south sides of the roadway.  Drainage features will include curb inlets, back of sidewalk inlets and the reconstructing of a storm water retention pond (Pond 2) between Williamsburg Circle and East Johnson Avenue, on the north side of the roadway.  The project will additionally consist of the replacement of an existing cement asbestos water main through a previously approved cost sharing agreement with Emerald Coast Utility Authority, covering both phases of the project.  The improvements will take place along Olive Road, from approximately Yancey Avenue to East Johnson Avenue in Pensacola, Florida, and also includes the milling and resurfacing of Winding Lane.  Due to the reconstruction of Olive Road, the intersection of East Johnson Avenue is proposed to be realigned to accommodate the upgrades between Winding Lane and Harbor Square intersection with a traffic light at the Olive intersection.  Phase 2 work contract specified substantial completion within seven hundred and twenty calendar days from the Commencement Date with thirty consecutive calendar days from the date of Substantial Completion for final completion.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on January 8, 2018 and January 15, 2018.  A non-mandatory pre-solicitation conference was held on January 24, 2018.  Eight firms were represent at that meeting.  Bids were received from three contractors on February 14, 2018.  Panhandle Grading and Paving, Inc. is the lowest most responsive and responsible bidder.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
