RECOMMENDATION:
Recommendation Concerning the Interlocal Agreement between Escambia County and the District Board of Trustees of Pensacola State College, Florida - Michael D. Weaver, Public Safety Department Director

That the Board take the following action concerning the Interlocal Agreement between Escambia County and the District Board of Trustees of Pensacola State College, Florida, for Student Clinical Training for the provision of certain Emergency Medical Services, as approved by the District Board of Trustees on January 19, 2018:

A. Approve the Interlocal Agreement to enable students in the Paramedic Program to receive clinical experience under the auspices of Escambia County EMS (ECEMS), commencing the effective date of the Agreement through December 31, 2018, and automatically renewed for 4 successive renewal terms of 1 year each; and

B. Authorize the Chairman to sign the Agreement.
BACKGROUND:
The Interlocal Agreement with Pensacola State College (PSC) allows for PSC EMT and Paramedic students to perform clinical experiences aboard Escambia County EMS response units. The agreement is mutually beneficial at this time as PSC serves as a potential recruiting source for EMT's and Paramedics. In addition, ECEMS has six EMT's currently attending Paramedic School at PSC, and the agreement allows them to conduct their clinical pre-hospital education within our EMS Division. PSC is required to maintain its own insurance and medical director. Students are also required to meet uniform and professional standards in order to conduct clinical education at ECEMS.

This agreement will supersede in it's entirety the prior Interlocal Agreement dated March 1, 2012.

LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney Kristen Hual approved the documentation as to form and legal sufficiency on January 24, 2018.

POLICY/REQUIREMENT FOR BOARD ACTION:
Agreements require approval by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
Upon BCC approval and proper execution, the Agreement become effective upon filing with the Escambia County Clerk's Office. Following BCC approval, Tamika L. Williams, Public Safety Business Operations Division Manager, will ensure the appropriate originals is returned to the District Board of Trustees of Pensacola State College for its files, Steve White, Public Safety EMS Division Manager, will oversee implementation of the Agreement and, in cooperation with PSC Paramedic School will develop a schedule to ensure that eligible students have the opportunity to participate in clinical training opportunities.
