RECOMMENDATION:
Recommendation Concerning the Pensacola Pass Inlet Management Program Fund - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the establishment of the Pensacola Pass Inlet Management Program Fund:

A. Authorize funds to be received in support of the Pensacola Pass Inlet Management Program and dedicated exclusively for activities specified based on the Inlet Management Study and subsequent Plan; and

B. Authorize funds intended to support the Pensacola Pass Inlet Management Program to be received and managed within a designated new cost center and revenue account in Escambia County Restricted Fund 101.

BACKGROUND:
The Pensacola Pass navigational inlet is a critical component of the County’s military, commercial, and recreational infrastructure. However, the Pass contributes significantly to beach erosion on both Pensacola Beach and Perdido Key by interrupting or altering the natural drift of sand that results in accelerated erosion for several miles in either direction of the inlet.

The management of Pensacola Pass has multiple partners working to achieve similar goals including: Escambia County, Florida Department of Environmental Protection, US Army Corps of Engineers, US Department of the Navy, and the National Park Service. The goal is to maintain our deepwater inlet for the military and commerce while finding a beneficial reuse of the dredged sands by placing them along the shores of Perdido Key to help minimize the erosional impacts of the inlet. As these sands move along the shoreline to the west, they will help protect homes and businesses.

Consistent with F.S. 161.143 Escambia County, with our partners, will work to develop and maintain a sediment budget for Pensacola Pass.  This budget will assist in planning and execution of periodic maintenance dredging activities and provide guidance on the location of the highest priority targets to place these high quality sands and minimize the amount of beach quality sand is disposed of offshore.

The Pensacola Pass Inlet Management Feasibility study is ranked #3 for funding in the FY 2018/2019 Florida Department of Environmental Protection Beach Management Funding Assistance Program. This phase of the project has an estimated budget of $415,000, with $311,250 requested from the State and a local match of $103,750.

This dedicated fund is intended to provide for the local match requirement as well as the ability to accept funding donations from our partners, civic groups, and private citizens.
BUDGETARY IMPACT:
Fund 101, Restricted Fund, Cost Center to be established at the time of SBA. Once approved, the Department of Natural Resources Management will coordinate with the Budget Office to deposit and recognize funds associated with the Program.
LEGAL CONSIDERATIONS/SIGN-OFF:
There is no legal consideration associated with this recommendation.
PERSONNEL:
Department of Natural Resources Management staff will coordinate and implement the Pensacola Pass Inlet Management Program.
POLICY/REQUIREMENT FOR BOARD ACTION:
This action is consistent with the Board's goal to "maintain, restore, and enhance the overall quality of the coastal environment, utilizing and preserving all coastal resources consistent with sound conservation principles..."
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with the Department of the Navy, National Park Service, Army Corps of Engineers, and Florida Department of Environmental Protection in the administration of this program.
