5:49 p.m. - A Public Hearing Concerning the Renewal of a Recycling Permit for an Asphalt/Concrete Crushing Recycling and Processing Facility located at 3300 Godwin Lane, Pensacola, FL, Bellview Site Contractors, Inc

That the Board of County Commissioners (BCC) review and approve, modify, or deny the renewal of a Recycling Permit for an existing asphalt/concrete crushing recycling and processing facility located at 3300 Godwin Lane, Pensacola, FL, owned by Bellview Site Contractors, Inc.

BACKGROUND:

On August 4, 2016, the Escambia County Board of Commissioners (BCC) authorized the issuance a recycling permit for an Asphalt/Concrete Crushing Recycling and Processing Facility located at 3300 Godwin Lane, Pensacola, FL, Bellview Site Contractors. The date of issuance of the recycling permit was August 17, 2016 (PSP #160400058). This permit is attached hereto as Attachment A.

Pursuant to the conditions of the approved Permit #PSP160400058 and the Escambia County Code of Ordinances governing renewal of such permit, the County received an application from Bellview Site Contractors requesting a Renewal Permit, prior to the expiration of the current permit. The current permit was extended, as allowed, for 180 days for Bellview Site Contractors; so that, staff can begin the renewal permitting process as requested by the applicant as applicable with County’s Regulations. See Attachment B.

Pursuant to the terms of the approved permit, the executed permit extension is set to terminate on the date that a renewal permit is approved, modified, or denied by the Escambia County Board of County Commissioners, however the extension shall not be more than 180 days. The current extension, and thus the operational permit, is scheduled to expire on February 17, 2018.

Since receiving the County Permit, Water Quality & Land Management Division (WQLM) of the Escambia County Natural Resource Department has conducted several monitoring events for respirable dust emissions of the Bellview site to assure permit compliance with the conditions of the approved permit. From the report, it appears that there was an air quality violation on December 21, 2017, corrective measures were taken that same day and subsequent monitoring showed compliance. For the details of the report, please see Attachment D.

As a response to the concerns from the Escambia County Board of County Commissioners, the Bellview Site Contractors has included certain Best Management Practices related to Fugitive Silica Dust as special permit conditions. The inclusion of the additional Best Management Practice will serve to further control any anticipated environmental impacts. Please see the attached Updated Fugitive Dust Management Plan. Any violations of the Best Management Practices or other permit or code provisions may result in revocation.
