RECOMMENDATION:
Recommendation Concerning the Comprehensive Disclosure Statement for Aon Consulting, Inc., DBA Aon Hewitt - Eric Kleinert, Human Resources Department Director

That the Board take the following action concerning the Comprehensive Disclosure Statement (CDS) for Aon Consulting, Inc., DBA Aon Hewitt, the County’s insurance broker and benefit consultant:
 
A. Acknowledge receipt of the Comprehensive Disclosure Statement; 
 
B. Approve the transaction as described in the Comprehensive Disclosure Statement; 
 
C. Confirm that Eric Kleinert, Human Resources Director, is the duly authorized representative of the Plan Sponsor with authority to act on behalf of the Plan(s) and is not affiliated with Aon Consulting, Inc., DBA Aon Hewitt, or the third party service provider; and
 
D. Acknowledge that Eric Kleinert, Human Resources Director, does not and will not receive any compensation or other consideration from any party dealing with the Plan(s) in connection with the purchase of the insurance contract(s).
BACKGROUND:
Aon Consulting, Inc., DBA Aon Hewitt is presently the County’s insurance broker and benefit consultant. Aon Hewitt is requesting the acknowledgement and approval of a Comprehensive Disclosure Statement (CDS). The Comprehensive Disclosure Statement combines several legal and financial disclosures, including the RISA PTCE 84-24 (formerly 77-9) and other placement documentation.
 
Page 1 summarizes the County’s transaction profile, including decisions concerning its insurance coverages, together with each of the related disclosures. Page 2 includes a Glossary of terms and other important information to assist in understanding the form.
 
Every compliance and best practice element is brought together in a single document. This is important since the return of client acknowledgement and acceptance must occur prior to the earliest policy renewal date.
 
All decisions in relation to health and dental self-funding programs will be brought to the Board for approval. This is a formality to ensure that the day to day requirements are met to manage the self-funded plans.

Kristen Hual, County Attorney’s Office, has reviewed the Client Disclosure Statement and deemed it legally sufficient.
