RECOMMENDATION:
5:34 p.m. Public Hearing to consider an Ordinance extending the temporary moratorium by 90 days on permitting collocation of small wireless facilities on County utility poles in County rights-of-way to ensure the County is afforded sufficient time to address provider comments and additional staff input and to effectively incorporate same into Ordinance.

Recommendation: That the Board adopt an Ordinance extending the temporary moratorium by 90 days on permitting collocation of small wireless facilities on County utility poles in County rights-of-way to ensure the County is afforded sufficient time to address provider comments and additional staff input and to effectively incorporate same into ordinance.
BACKGROUND:

Effective August 7, 2017, the Board of County Commissioners enacted Ordinance No. 2017-45 wherein the Board established a 180-day moratorium on the acceptance of applications for, the processing of, and the issuance of permits or any other official action of Escambia County having the effect of permitting small wireless facility collocation to allow the County time to review, consider, analyze, and evaluate the restrictions and mandates in HB 687 and to prepare and adopt new and amendatory regulations to effectively implement the provisions of HB 687. A 90-day extension of the moratorium will allow County staff to further refine the draft Ordinance that establishes standards and procedures consistent with HB 687 based on comments from small wireless facility providers and additional input from County staff charged with the responsibility to implement the Ordinance.  The current moratorium expires on February 3, 2018.
