RECOMMENDATION:
Recommendation Concerning Traffic Restrictions - Truck Prohibition for the Nine and One Half Mile Road Area - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning Traffic Restrictions - Truck Prohibition for the Nine and One Half Mile Road Area:

A. Adopt a Resolution establishing a vehicle weight restriction on the following roads within the Nine and One Half Mile Road area - no trucks in excess of 10,500 pounds gross vehicle weight, except trucks servicing or having business within the described area:

1. Nine and One Half Mile Road, from Pine Forest Road to US Highway 29;
2. Ten Mile Road, from Edendale Lane to Stefani Road;
3. Edendale Lane, from Ten Mile Road to Nine and One Half Mile Road;
4. Ashland Avenue, from Ten Mile Road to Nine Mile Road;
5. Bowman Avenue, from Ten Mile Road to Nine Mile Road;
6. Cove Avenue, from Ten Mile Road to Nine Mile Road; and
7. Fowler Avenue, from Nine and One Half Mile Road to Nine Mile Road; and

B. Authorize the Chairman to sign the Resolution.

BACKGROUND:
The Board is authorized under Sections 316.006 (3) (a,b); 316.008 (1) (m,n); and 316.555 of the Florida Statutes (2004), to establish regulations on county roadways and streets.

Chapter 94, Article 1, Section 94-1 Escambia County Code of Ordinances authorizes the County Engineer to place limits on the size and/or class of vehicles on county roadways and streets. This authorization requires the County Engineer to file for Board ratification by Resolution, quarterly, a list of all limitation orders established under this section.

It was determined that establishing a vehicle weight restriction on these roadways in the Nine and One Half Mile Road area is reasonable and necessary for public safety and convenience. The restriction is needed to curtail truck cut-through traffic, which is undesirable on the designated roadways which are residential in nature and not constructed to support or accommodate volumes of heavy truck traffic in excess of that which services the needs of this immediate area. 
BUDGETARY IMPACT:
Funds are budgeted in Fund 175, Transportation Trust Fund, Cost Center 211201, Account Code 53401, for sign installations. 
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Senior Assistant County Attorney, reviewed and approved the Resolution as to form and legal sufficiency.

IMPLEMENTATION/COORDINATION:
Upon Board approval, a copy of the Resolution will be forwarded to the Sheriff's Department.
