Recommendation Concerning Supplemental Budget Amendment #034 - Stephan Hall, Budget Manager, Management and Budget Services Department

That the Board adopt the Resolution approving Supplemental Budget Amendment #034, Other Grants and Projects Fund (110), in the amount of $125,000, to recognize proceeds from the Florida Department of Environmental Protection (DEP) and the Florida Fish and Wildlife Conservation Commission (FWC), and to appropriate these funds to increase compliance with outdoor lighting standards to protect nesting sea turtles and hatchlings on Pensacola Beach and Perdido Key.

BACKGROUND:

As a result of the Deepwater Horizon Oil Spill, funds were obligated to the Florida Fish and Wildlife Commission (FWC) through the Natural Resource Damage Assessment (NRDA) process to offset impacts to nesting sea turtles. On July 24, 2014, the Board approved a four year agreement between DEP, FWC and Escambia County. The grant funded baseline lighting surveys on Pensacola Beach and Perdido Key to identify problematic light sources on properties for nesting sea turtles and hatchlings. This Grant Amendment #2 provides funds to assist property owners to acquire new light fixtures and bulbs to retrofit existing lighting so that the identified lights are no longer visible from the nesting beach. The retrofit will increase compliance with Article 5 Section 4-5.8 of the Land Development Code and minimize lighting impacts to nesting beaches.

BUDGETARY IMPACT:

This amendment will increase Fund 110 by $125,000. No matching funds are required.
