RECOMMENDATION:
Recommendation Concerning a Letter of Support for the Florida Department of Transportation's Proposed Access Concept in the Vicinity of the Navy Federal Campus on State Road 10 (Nine Mile Road) - Commissioner Grover C. Robinson, IV , District 4

That the Board take the following action:

A. Authorize the Chair to sign the letter, as provided, supporting the Florida Department of Transportation's (FDOT) proposed access concept in the vicinity of the Navy Federal Campus on Nine Mile Road;

B. Direct staff to seek Florida-Alabama Transportation Planning Organization (FL-AL TPO) support for the proposed access concept at the next available TPO Board Meeting; and 

C. Direct staff to request that the FL-AL TPO begin the Long Range Transportation Plan Amendment Process to include the proposed access concept in the FL-AL TPO 2040 Long Range Transportation Plan.
BACKGROUND:
With the ongoing growth in the Greater Beulah community (approx. 5,000 approved residential lots since 2010 with an additional 2,000 proposed - map attached), the potential build-out of the Navy Outlying Field - 8, and the expansion efforts of Navy Federal, it has been requested that the Board consider supporting, via attached letter, an FDOT produced access concept along Nine Mile Road at the Navy Federal campus. FDOT and Navy Federal having been collaborating over the past few years on possible connections to I-10 to relieve congestion and delay issues occurring daily for the Navy Federal employees, and FDOT produced three (3) concepts for consideration (see attached concepts).

Navy Federal and FDOT recommend Concept 2 - Revision 3 as the preferred access concept of the 3. The concept is intended to improve the regional impact for motorists in the Beulah area by eliminating the need for the existing signal at Navy Federal Way thereby reducing congestion and travel time along the 9 Mile corridor and to provide better ingress/egress to Nine Mile Road and/or I-10 at Exit 5 for the Navy Federal employees / visitors greatly reducing the delay time that the employees experience on a daily basis. Supporting the concept does not bind the County to any funding or other resources. Board support of the concept would help FDOT and Navy Federal to proceed how they so choose.

It is anticipated that the concepts will be presented to the Florida-Alabama Transportation Planning Organization (TPO) at its February 14, 2018 meeting for further support and possible inclusion into the FL-AL TPO Long Range Transportation Plan.

It should be noted that supporting Concept 2, or any Nine Mile Road connection that would help facilitate adequate traffic flow along the corridor, does not negatively impact or replace the County's support for the Beulah Interchange and Beltway Project. FDOT and County Staff are still proceeding with the PD&E phase for the Beulah Interchange and Beltway Project.

Upon approval, Staff will transmit the signed Letter to FDOT, and continue coordination with FDOT, Navy Federal, and all other stakeholders / interested citizens on the proposed access concept.
