RECOMMENDATION:
Recommendation Concerning Contract Award for Re-Bid Alger Sullivan SHIP Replacement Housing - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the following Agreements between Escambia County, Florida, Emerald Cost Constructors, Inc., and home owners of the following SHIP eligible properties per the terms and conditions of PD 16-17.097, Re-Bid Alger-Sullivan SHIP Housing:

A. 416 Front Street (Owner Brenda Mullins), in the total amount of, $121,060, (base bid of $125,000, less alternate #3 deduction of $5000, plus alternate #2 addition of $1060);

B. 307 Front Street (Owners Carl and Marielena Godwin) in the total amount of $114,000, (base bid of $114,000);

C. 300 Front Street (Owner Charles Therrell), in the total amount of, $114,960, (base bid of $118,000, less alternate #3 deduction of $4100, plus alternate #2 addition of $1060);

D. 402 Front Street (Owner Felic Fussner), in the total amount of, $126,060, (base bid of 125,000, plus alternate #2 addition of $1060);

E. 407 Front Street (Owner Jessica Campbell), in the total amount of, $120,060, (base bid of $123,500, less alternate #3 deduction of $4500, plus alternate #2 addition of $1060); and

F. 403 Front Street (Owner William R. Coker), in the total amount of, $114,060, (base bid of $113,000, plus alternate #2 addition of $1060).

BACKGROUND:
Disaster State Housing Initiatives Partnership (SHIP) Program funding was allocated to the County in 2016 to assist income eligible owner occupants with rehabilitation needs after two separate tornados hit the County in February 2016. Six applicants with homes on Front Street in Century were determined to be eligible for funding assistance for replacement housing. The properties are located in the Town of Century’s Alger National in the heart of the Town of Century’s Alger-Sullivan Lumber Company Residential Historic District, which is located on the National Register of Historic Places. In August 2016, Quina Grundhoefer Architects was tasked to create replacement housing plans that would fit with the historic guidelines prescribed by the Town of Century history district as well as meeting approval with the State Historic Preservation Office since the funding is coming from the State. During the course of developing the plans, a geotechnical engineer was secured due to the extremely mucky and erratic soils in the area. These findings were incorporated into the design of the foundations for the three sites which contained poorer soil conditions according to the engineering findings.

The project was initially advertised for bids under PD16-17.051 on July 20, 2017, but the bids were cancelled due to pricing exceeding budget set asides. The architect made changes to the plans, and the project was advertised for bids under PD 16-17.097 on October 2, 2017. Six contractors bid on the project, with Emerald Coast being the lowest, most responsive bidder that could complete the homes in a group.
 
Due to the funds being allocated to individual eligible property owners, six separate contracts are being issued for grant tracking purposes.

Staff is recommending deduction of costs from the base bids for 300, 407, and 416 Front Street for Alternate #3, which is the demolition of the existing structures. Due to timing issues, a separate purchase order has already been issued to have a contractor remove the structures at this address, so the construction contractor will not need to perform the demolitions.
Staff is also recommending addition of Alternate #2 for 300, 402, 403, 407, and 416 Front Street of $1060 per home for a concrete parking pad at those properties.

BUDGETARY IMPACT:
The funding expended on the properties will be secured by a mortgage and note against the properties up to the maximum amount allowed by the County SHIP Local Housing Assistance Plan (LHAP).

The Construction Agreements for each of the six properties were created by Kristin Hual, Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999. Chapter 46, Finance, Article II Purchases and Contracts.  The Agreements are in compliance with the LHAP.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Agreements and the Neighborhood Enterprise Division will have administrative oversight of the project.
