RECOMMENDATION:
Recommendation Concerning Supplemental Budget Amendment #008 - Stephan Hall, Budget Manager, Management and Budget Services

That the Board adopt the Resolution approving Supplemental Budget Amendment #008, Gulf Coast Restoration Fund (118), in the amount of $5,610,003, to recognize Grant proceeds from the Florida Department of Environmental Protection (FDEP), Agreement Number RES04, under the Gulf Coast Ecosystem Restoration Council (RESTORE Council) for the Beach Haven-Joint Stormwater and Wastewater Improvement Project, Phase II.  This project will provide funding for pre- and post-construction monitoring plans, pre- and post-construction monitoring, construction of stormwater collection and treatment facilities, and construction of sanitary sewer infrastructure for an approximately 175-acre, primary, single-family residential neighborhood of Beach Haven.
BACKGROUND:
Escambia County has been awarded funds from the Florida Department of Environmental Protection (FDEP) for the second phase of a multi-phase stormwater and wastewater improvement project in Escambia County's Beach Haven neighborhood.  This project will provide funding for pre- and post-construction monitoring plans, pre- and post-construction monitoring, construction of stormwater collection and treatment facilities, and construction of sanitary sewer infrastructure for an approximately 175 acre primary single family residential neighborhood of Beach Haven. There is not a required match for this grant.  However, it is understood that the county provide additional funds necessary for the completion of the project.  Public Works has a planned allocation of $3.5M in the 2018/2019 LOST IV allocation which is to be finalized and approved by the BCC at a later date.  ECUA has contributed $199,886 towards the design of this phase thru an Interlocal cost sharing agreement in which FDEP has recognized. Capital in the amount of $21,000 will be used to purchase a multiparameter data sonde, a quanti-tray sealer, and a refrigerated automatic sampler.
BUDGETARY IMPACT:
This amendment will increase Fund 118 by $5,610,003.
LEGAL CONSIDERATIONS/SIGN-OFF:
N/A
PERSONNEL:
$30,000 will be budgeted to fund the salaries of existing County employees to perform pre- and post construction water quality monitoring associated with the project. There are no new employees associated with this grant.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board policy requires increases and decreases in revenues to be approved by the Board.
