RECOMMENDATION:

Recommendation Concerning the Acceptance of a Drainage Easement for the County Road 297A (Escambia County Road Prison to Muscogee Road) Widening and Drainage Improvements Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the acceptance of a Drainage Easement from Greater First Baptist Church of Cantonment, Florida, Inc., for the County Road (CR) 297A (Escambia County Road Prison to Muscogee Road) Widening and Drainage Improvements Project:

A. Accept the donation of a Drainage Easement, located at 591 Booker Street, from Greater First Baptist Church of Cantonment, Florida, Inc.;

B. Authorize the payment of documentary stamps considering the property is being donated for governmental use for drainage improvements, and the County benefits from the acceptance of this property, which enhances the safety and well-being of the citizens of Escambia County;

C. Authorize the payment of incidental expenditures associated with the recording of the Drainage Easement document; and

D. Authorize the Chairman or Vice Chairman to accept the Drainage Easement as of the day of delivery to the Chairman or Vice Chairman, and authorize the Chairman or Vice Chairman to acknowledge the Board's acceptance at that time.

BACKGROUND:

This project consists of roadway widening and drainage improvements along County Road (CR) 297A between the Escambia County Road Prison and Muscogee Road. To help facilitate the construction and to eliminate stormwater from collecting in the intersection at Booker Street and CR 297A, Greater First Baptist Church of Cantonment has agreed to donate a 15 foot Drainage Easement along the southern right of way line of Booker Street. This will allow for the installation of a drainage swale along the south side of Booker Street, which will direct stormwater to the new system being installed on CR 297A.

BUDGETARY IMPACT:

Funds for incidental expenses associated with the recording of documents are available in an Engineering Escrow Account accessed by the Clerk's Office.

LEGAL CONSIDERATIONS/SIGN-OFF:

The Drainage Easement was approved as to form and legal sufficiency by the County Attorney's office.

PERSONNEL:

All work associated with this request is being done in-house and no additional staff is required.

POLICY/REQUIREMENT FOR BOARD ACTION:

These actions are consistent with the provisions of Section 46-139, Escambia County Code of Ordinances.

IMPLEMENTATION/COORDINATION:

Upon Board approval, staff will proceed in compliance with Section 46-139 of the County Code of Ordinances.
