RECOMMENDATION:

Recommendation Concerning an Amendment to the 2014 and 2015 HUD Annual Action Plans for the Community Development Block Grant Program - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning an Amendment to the 2014 and 2015 United States Department of Housing and Urban Development (HUD) Annual Action Plans Regarding the Community Development Block Grant Program:

A. Approve the Amendment to the 2014 and 2015 Annual Action Plans Regarding the Escambia County Community Development Block Grant (CDBG) Program, reallocating $220,410 in funds from the CRA Facade Program and Homeless or Health Public Facility Project to the Erress Boulevard and Diego Circle Blight Reduction Project; and

B. Authorize the County Administrator to sign the Amendment.

BACKGROUND:

The Community Redevelopment Agency made a presentation to the Board on June 22, 2017 regarding the proposed new project, Erress Boulevard and Diego Circle Blight Reduction Project, located in the Palafox Community Redevelopment Area (CRA). The project seeks to remove slum and blight conditions in this CDBG low-moderate income area by targeting vacant properties through demolition and clearance and/or acquisition activities. Part of the proposed funding comes from old year funds originally allocated to the CRA Facade program and the Homeless Facility Project. To reallocate these funds, an amendment to the 2014 and 2015 Annual Action Plan is being proposed. Any funds not utilized for the Erress Boulevard/ Diego Circle Blight Reduction Project will be utilized for CRA Neighborhood Improvement Project Enhancements in other Escambia County CRAs or in CDBG eligible areas.

The County may move funding between proposed activities by amending the HUD 2014 and 2015 Annual Action Plan, which requires a 30 day minimum public notice and approval by the Board. An advertisement announcing this Amendment (Exhibit I) was published on June 28, 2017 allowing for public comments through July 29, 2017, which meets the comment period requirements per HUD. No comments were received. The amendment (Exhibit II) will be submitted to HUD upon approval by the Board.

POLICY/REQUIREMENT FOR BOARD ACTION:

Any substantial changes to the HUD Annual Action Plan requires an opportunity for public comment according to the HUD Citizen Participation Plan and must be approved by the Board of County Commissioners.
