RECOMMENDATION:
Recommendation Concerning the Acceptance of a Drainage Easement for 4551 Bridgedale Road - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the acceptance of a drainage easement (approximately 0.07 acres) from Alfred L. Bush and Marsha G. Bush for property located at 4551 Bridgedale Road:

A. Accept the donation of a drainage easement (approximately 0.07 acres) located at 4551 Bridgedale Road, from Alfred L. Bush and Marsha G. Bush for drainage improvements;

B. Authorize the payment of documentary stamps considering the property is being donated for governmental use for drainage improvements, and the County benefits from the acceptance of this property, which enhances the safety and well-being of the citizens of Escambia County;

C. Authorize the payment of incidental expenditures associated with the recording of the Drainage Easement document; and

D. Authorize the Chairman or Vice Chairman to accept the Drainage Easement as of the day of delivery to the Chairman or Vice Chairman, and authorize the Chairman or Vice Chairman to acknowledge the Board's acceptance at that time.

BACKGROUND:
The current drainage pipe has deteriorated in multiple locations and with the 2017 rainfall, this pipe has started to collapse, causing failures along Massachusetts Avenue where the current drainage system is installed. The pipe that has failed will be back-filled with a concrete-type mixture and will be abandoned in place. The new pipe will run along Massachusetts Avenue and needs to angle slightly across the NE corner of the property due to utility conflicts. This new drainage will tie into existing flow and will correct the multiple failures this area has experienced.
BUDGETARY IMPACT:

Funds for the project are available in  Fund 352 LOST III, Account Code 210107/56301, Project #16EN3542 "Mayfair/Algiers".
LEGAL CONSIDERATIONS/SIGN-OFF:
The Drainage Easement was approved as to form and legal sufficiency by the County Attorney's office.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will proceed in compliance with Section 46-139 of the County Code of Ordinances.
