RECOMMENDATION:
Recommendation Concerning the Interlocal Agreement between Escambia County and the Santa Rosa Island Authority Relating to the Purchase, Operation, and Maintenance of a Palm Tree Trimming Lift on Pensacola Beach - Joy D. Blackmon, P.E., Public Works Department Director 

That the Board take the following action concerning the State of Florida, County of Escambia, Interlocal Agreement between the County of Escambia and the Santa Rosa Island Authority, Relating to the Purchase, Operation, and Maintenance of a Palm Tree Trimming Lift on Pensacola Beach:

A. Approve the Interlocal Agreement; and

B. Authorize the Chairman to sign the Interlocal Agreement.

[Funding:  Capital cost will be paid out of the Portofino Island Improvement Fund (PIIF), and the operating and maintenance cost of the equipment will come from the General Fund]
BACKGROUND:
The Santa Rosa Island Authority (SRIA) has agreed to contribute up to $65,000 to Island Improvement Funds towards Escambia County's purchase of a palm tree trimming lift. 

Escambia County will be responsible for initiating, administering, and concluding the public procurement process for the purchase of the lift, will retain ownership, custody, and control of the lift, and will be responsible for any required maintenance and repair. The lift shall be utilized primarily for public works on Pensacola Beach. 

Meeting in regular session on May 25, 2017, the Board approved signing the Interlocal Agreement relating to the purchase, operation, and maintenance of a palm tree trimming lift but at that time, the Agreement stated that SRIA would contribute up to $60,000. SRIA has since agreed to contribute up to $65,000, so the initial Agreement was never fully executed. 
BUDGETARY IMPACT:
Capital cost will be paid out of the Portofino Island Improvement Fund (PIIF) and the operating and maintenance cost of the equipment will be under the General Fund.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and signed off on the Interlocal Agreement.
PERSONNEL:
No additional personnel will be required.
POLICY/REQUIREMENT FOR BOARD ACTION:
N/A
IMPLEMENTATION/COORDINATION:
Upon Board approval and execution, a certified copy of the Interlocal Agreement will be provided to SRIA.
