RECOMMENDATION:
5:35 p.m. Public Hearing to consider adopting an Ordinance Imposing a Temporary Moratorium on Permitting Collocation of Small Wireless Facilities on County Utility Poles in County Rights-Of-Way and Installing Wireless Support Structures in County Rights-Of-Way to Allow for Thorough Review, Consideration, Analysis, and Evaluation of HB 687 to Appropriately Amend Chapter 86 of the Escambia County Code of Ordinances for Effective Implementation of the New Legislation.

Recommendation:  That the Board adopt an Ordinance imposing a temporary moratorium on permitting collocation of small wireless facilities on county utility poles in county rights-of-way and installing wireless support structures in county rights-of-way to allow for thorough review, consideration, analysis, and evaluation of HB 687 to appropriately amend chapter 86 of the Escambia County Code of Ordinances for effective implementation of the New Legislation.
BACKGROUND:
Effective July 1, 2017, House Bill 687 (1) significantly restricts the County's regulatory authority over its rights-of-way; (2) authorizes wireless providers to collocate small wireless facilities on County-owned utility poles in the County's rights-of-way; (3)
