Recommendation Concerning Award for the 2017 ADA Modifications for County Facilities and Parks, PD 16-17.035 - Paul R. Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Chairman to sign the Agreement for ADA Modifications for County Facilities and Parks between Escambia County, Florida, and  Empire Builders Group, Inc.,  per the terms and conditions of PD 16-17.035, 2017 ADA Modifications for County Facilities and Parks, in the amount of $241,232 base bid, plus $70,096 alternate #3.

BACKGROUND:
On November 19, 2015, Townes + Architects were tasked to perform a study to identify ADA compliance of County owned facilities that were not previously assessed for compliance with the Americans with Disability Act. The study was submitted on February 24, 2016. Seven facilities and eight Parks were identified as needing varying degrees of ADA modifications. The total estimated cost to modify all fifteen sites was estimated to be $940,000. Due to the limited availability of funds it was determined to phase the modifications based on funds available. The initial phase of the modifications included three County facilities as follows: the Billy G.Tennant Clinic, Beulah Community Center, and the Escambia County Animal Shelter and five County Parks as follows: John R. Jones Complex, Myrtle Grove Park, Ashton Brosnaham Park, Molino Athletic Park, and Bradberry Park. Funds for this project will come from the Community Development Block Grant (CDBG) which has available approximately $345,000 for this work.

The project was advertised for bids under PD #16-17.035 for the construction of the required modifications on April 17, 2017 which included a base project for the Billy G. Tennant Clinic, Beulah Community Center, John R. Jones Complex, and Ashton Brosnaham Park with the other four sites as alternates due to funding restrictions. Two bids were received on May 25, 2017 with Empire Builders Group, Inc. being the lowest most responsive bidder in the amount of $241,232 for the base bid. Given the remaining funding available and facility use needs, staff recommends funding Alternate #3, Myrtle Grove Park in the amount of $70,096, for a total contract cost of $311,328.

The remaining three alternates from this bid, the Animal Shelter, Bradberry Park, and Molino Park will be funded in fall 2017 once the new CDBG Program allocation becomes available, which will have the parks ready for the spring 2018 season. Approximately $295,932 is anticipated to be available next fiscal year for ADA facility improvements subject to actual CDBG funding allocations from Congress. Funds remaining after completing the three remaining alternates will go toward preparation of architectural and engineering documents for the remaining seven facilities identified in the study, which will require future year CDBG funding to complete actual construction.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in Compliance with the Escambia County, FL. Code of Ordinances, Chapter 46, Article ll.

Purchasing advertised the Invitation to Bid on April 17, 2017, and a total of eleven vendors were notified. Two vendors bids were received on May 25, 2017, and George Bush, Facilities Management Division Manager, and Meredith Reeves, Neighborhood Enterprise Division Manager approved the vendor, Empire Builders Group, Inc., as the most responsive and reasonable vendor per the Scope of Work and Specifications.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will distribute the Purchase Order.  Facilities Management will oversee the day to day Construction progress in coordination with the Parks and Recreation Department to minimize negative impact to Facilities. Neighborhood Enterprise Division will monitor the Contractor to ensure that CDBG regulations, including
Labor Standards are met.
