Discussion Concerning OLFX/OLF8 Land Swap Update - Joy D. Blackmon, P.E., Public Works Department Director

Discussion concerning the status of the OLFX/OLF8 land swap and construction.

BACKGROUND:

On August 20, 2013, the Board adopted a Economic Development Project, and approving to commence due diligence of the County's property purchase checklist, with costs to be funded from the Economic Development Fund.

In October of 2013, the Board hired Baskerville-Donovan, Inc. in anticipation and preparation for this exchange. The scope of services was to evaluate the existing conditions, identify potential design criteria, develop a conceptual cost model and prepare design and construction phase requirements and project schedule. Additionally, they provided property acquisition support necessary for the development of an OLF Helicopter Field and the conceptual design criteria for NOLF-X Property in Santa Rosa County.

In December 2013, the County purchased approximately 601.4 acres in Santa Rosa County in anticipation of an exchange for property owned by the United States of America in Escambia County, commonly known as Navy Outlying Field Site 8 (NOLF8). In September 2015, the Federal Land Exchange was passed authorizing the Secretary of the Navy to negotiate with Escambia County for the exchange of these two properties.

This property has since been harvested of the timber and is currently under contract for construction to provide Clearing, Grubbing, Grading, Temporary Grassing, Perimeter Fencing and a Perimeter Road.

The final phase of construction will occur upon plan approval. The schedule calls for the construction to start in November 2016, but it will be dependent on the approval of the Environmental Assessment and the acceptance of plans as final.
