RECOMMENDATION:
Recommendation Concerning the Reorganization of the Board of County Commissioners on November 22, 2016 - Jack R. Brown, County Administrator 

That the Board waive its Policy, Section I, Part A.9, Reorganization of the Board of County Commissioners and Installation of Newly-Elected Commissioners to:  A. Appoint Commissioner Doug Underhill, District 2, as Chairman of the Board, and the Commissioner Elect, District 1, as Vice Chairman of the Board, effective November 22, 2016, at the Board's Reorganizational Meeting that takes place after the Swearing-In of Commissioners in Districts 1, 3, and 5; and B. Appoint the District 1 Commissioner to serve as Chairman, effective the last, regularly-scheduled Board Meeting in November 2017, and the District 2 Commissioner would become the Vice Chairman.
BACKGROUND:
The Board's policy, Reorganization of the Board of County Commissioners and Installation of Newly-Elected Commissioners, Section I, Part A.9, states: "In the event of a newly-elected Commissioner declines the office of Chairman, the rotation of offices progresses to the next level for that year, then reverts back to the previous level the second year, and skips a level the third year to return to the normal cycle." Jack R. Brown, County Administrator, has spoken with both District 1 Candidates, Jeff Bergosh and Audra Carter, about the Chairmanship. Both, Mr. Bergosh and Ms. Carter, expressed a desire to become the Vice-Chairman their first year in office and Chairman of the Board their second year in office. The Board waived this policy on November 21, 2013, for Commissioner Robinson who was elected as President of the Florida Association of Counties.

POLICY/REQUIREMENT FOR BOARD ACTION:
Waive the Board's Policy, Section I, Part A.9, Reorganization of the Board of County Commissioners and Installation of Newly-Elected Commissioners.
IMPLEMENTATION/COORDINATION:
Upon Board approval, the County Administrator's Office will implement the changes effective November 22, 2016 and the last regular meeting of the Board in November 2017.
