RECOMMENDATION:
Recommendation Concerning Contract Award for Shadow Grove Subdivision Drainage Improvements - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and BKW, Inc., per the terms and conditions of PD 15-16.099, Shadow Grove Subdivision Drainage Improvements, for a lump sum of $1,071,051.81.

BACKGROUND:
This Shadow Grove Subdivision Drainage Improvement project consists of stormwater drainage and pond improvements within the Shadow Grove Subdivision in response to the April 2014 storm event. Project will include other work associated with the drainage and pond improvements (stormwater conveyance and detention systems) such as roadway demolition, roadway reconstruction and curbing, installation of tied concrete block mat, retaining walls, clearing and grubbing, regrading, headwall construction, potable water line and sanitary sewer adjustments, gas main and fiber optic utility adjustments, maintenance of traffic, stormwater pollution prevention, sodding, fencing, etc.
 
This project will be submitted to FEMA for reimbursement.

The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on Monday's September 5, 2016 and September 12, 2016.  A Non-Mandatory Pre-Solicitation Conference was held on Wednesday, September 14, 2016.  Eight firms were represented at that meeting. Bids were received from seven contractors on Wednesday, October 5, 2016.  BKW, Inc. is the low bidder.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract Form D: Road/Drainage and Purchase Order.
